NILDS DG Hosts End Of Sabbatical Lecture On Nigeria-China Strategic Partnership On Renewable Energy

The Director General of National Institute for Legislative and Democratic Studies (NILDS), Prof. Abubakar O. Sulaiman, on Tuesday, 18 August 2026, hosted an End of Sabbatical Lecture at the Institute’s Permanent Site in Abuja, focusing on “Nigeria China Strategic Partnership on Green and Renewable Energy: Exploring the Opportunities, Challenges and Policy Options.”

The lecture was delivered by Prof. Nse Akpan, Professor of Political Science, as part of NILDS’ tradition of providing sabbatical scholars with a platform to share their research and contribute to knowledge and policy development.

In his remarks, the DG described the subject as an important dimension of Nigeria’s foreign policy, particularly given China’s growing role in Nigeria’s renewable energy sector. He stressed the need for Nigeria to move beyond immediate benefits from foreign partnerships and carefully examine their long term implications for the country’s economy, energy security and national development.

Prof. Sulaiman highlighted concerns around Nigeria’s dependence on imported renewable energy equipment, technology and expertise, noting that partnerships with China should promote technology transfer, local content, domestic manufacturing and capacity development.

He also emphasised the need for greater scrutiny of financing arrangements and foreign investments to ensure that Nigeria derives sustainable value from its international partnerships. According to him, foreign policy must be strategic and should serve Nigeria’s long term national interests.

The lecture further examined China’s expanding influence in the global renewable energy sector and the opportunities this presents for Nigeria, particularly in addressing the country’s electricity challenges. It also considered issues relating to debt sustainability, trade relations, technology transfer and Nigeria’s capacity to negotiate mutually beneficial partnerships.

The interactive session that followed featured questions and contributions from participants, with discussions focusing on renewable energy, Nigeria China relations, foreign policy, local capacity and the role of the legislature in international agreements and external borrowing.

The DG, in his concluding remarks, commended Prof. Akpan for the relevance of the research and reiterated NILDS’ commitment to evidence based research and policy dialogue on issues critical to Nigeria’s development.

The event ended with a vote of thanks by Dr. Christopher Ngara, who appreciated the DG, the presenter and all participants for their contributions to the successful engagement.
