Legislative Centre for Security Analysis
LeCeSA is the peace and security research arm of the National Institute for Legislative and Democratic Studies, under the National Assembly of Nigeria. It was established on 24 May 2023 through the efforts of the Director-General of NILDS, the leadership of the National Assembly and NILDS Management, expanding the functions of the Institute.
Prof. Zubairu Kwambo Dagona
A professor of Clinical Psychology and a legislative security expert, leading the Centre since May 2023.
He holds a BSc (1988) in General and Applied Psychology and an MSc (1991) in Clinical Psychology, both from the University of Jos, and a PhD (2013) in Analysis of Trauma Resilience from the University of Bradford, UK. He was Director of the Centre for Conflict Resolution and Peace Studies at the University of Jos between 2015 and 2020.
A long-term practitioner in primary, secondary and tertiary psychological trauma, he is a PM+ counsellor and psychotherapist with a cognitive behavioural orientation, and a trained practitioner and facilitator in the Alternative to Violence Project (AVP), Britain.
To be a specialised centre of security analysis and training for the legislature in Nigeria, Africa and the world at large.
To strengthen the legislature and security institutions in Nigeria and beyond to make informed decisions through evidence-based research, training, advocacy and knowledge sharing in the areas of peace and security.
Functions of the Centre
The Centre is the peace and security research department of the Institute, established by the National Assembly and NILDS Management with the objectives set out here.
To provide, on a sustained basis, information to the National Assembly in the area of peace and security.
To monitor and track the dynamics of conflict and insecurity and advise the National Assembly on appropriate legislative measures and oversight.
Undertake primary research and studies in all aspects of security in Nigeria in order to promote understanding of the security environment by the Legislature.
Undertake tailor-made research to determine the causes and implications of insecurity and identify areas for legislative intervention.
Produce research reports and policy briefs on security-related issues for consideration by the National Assembly.
Analyse security-based Bills, Motions and Resolutions for legislative consideration.
Organise security-specific capacity building programmes for the Legislature and other relevant public institutions.
Support all security-related Standing Committees of the Legislature in the discharge of their statutory duties.
