Internal Audit
An independent, objective assurance and consulting activity designed to add value and improve the organisation's operations. As a managerial control, it functions by measuring and evaluating the effectiveness of the internal control system.
The roles of the department are provided for in Financial Regulations 1704. The mandate is statutory and routine in nature.
Mr. David Akinyemi Osanaiye
Mr. David Akinyemi Osanaiye (FCA, ACTI, CFE, CPFA, ACS) is the current Director, Internal Audit of the Institute.
He possessed a B.Sc. Accounting from Ahmadu Bello University, Zaria in 1987, a Master in Financial Economics from the University of Abuja in 2010 and an M.Sc. Economics from the University of Abuja in 2017.
He is a Fellow of the Institute of Chartered Accountants of Nigeria, Associate Member Chartered Institute of Taxation of Nigeria, Associate Member Chartered Institute of Stockbrokers, Chartered Member, Chartered Institute of Public Finance and Accountancy United Kingdom, Certified Fraud Examiner and Associate Member, The Institute of Certified Forensic Accountants.
He trained in the audit firm of Deloitte Adetona Isichei & Co, Kaduna between 1990–1992 before venturing into the financial sector from 1992–1994. He left the private sector and joined the services of Ahmadu Bello University Zaria in 1995 as a Principal Internal Auditor. He moved to University of Abuja in 2001 as Chief Internal Auditor and Head of Internal Audit.
He served in that capacity for over 20 years before joining the services of the National Institute for Legislative and Democratic Studies, Abuja as Director, Internal Audit. He is an accomplished finance expert and thoroughbred professional with a flair for public sector financial management and auditing.

Functions of the Department
To ensure accurate prepayment audit of payment vouchers before payments are made to the appropriate beneficiaries, and post-payment audit to verify the accuracy of the payments approved as stipulated by the financial regulations.
To comply with policies, rules and regulations including tax laws and extant finance circulars, also interfacing with agencies on statutory assignments to improve the Institute — such as the offices of the Auditor-General for the Federation, the Accountant-General of the Federation, and External Auditors.
To monitor expenditures to ensure conformity with approved budgetary provisions through audit of the vote books, and thoroughly examining records to validate financial returns of all intervention projects from beneficiary institutions.
To audit and certify monthly bank reconciliation statements for all the accounts maintained by the Institute, as well as generating monthly, quarterly and annual audit reports which disclose lapses and draw the attention of management staff.
To verify all procurements and items received into the store, and actively participate in physical stock taking.
Three units
Prepayment Unit
This unit is responsible for conducting an audit of all payment vouchers to ensure proper authorisation, approval, accuracy, and appropriate documentation before proceeding with payment, and also performs an audit of all accounting records to verify the accuracy of the transactions that were approved for payment.
Investigation & Risk Management Unit
This unit conducts high-level investigations of books and records, handles audit queries, and issues comprehensive audit reports. It also performs follow-up actions and evaluates risks, the effectiveness of internal controls, and the potential impact of any deficiencies in the control system.
Stock Verification Unit
This unit is saddled with the responsibility of verifying all procurements and items received into the store, and actively participates in physical stock taking activities.
Reporting line
The Internal Audit department reports directly to the Director-General, and is graded in the following order.
